Error 3 is a failure to communicate with Google Update.

  • Check if you're running Vista/ 7 and you have configured Google Chrome to always run as administrator. This is a known issue with the Google Chrome auto-updating mechanism and can be avoided by simply running Google Chrome as a normal user. Additionally, keep in mind that for security reasons we recommend that you don't elevate the privilege of Google Chrome to administrator.
  • You can also try reinstalling Google Chrome

SOURCE: Cannot update Google Chrome Browser

Try this guideline:
Close Google Chrome
Click the Start
In the search box, type CMD
Click on the CMD icon and you will see the command window open
Type: cd %localappdata%\google\update
After you press enter, you cursor should now be in your google update directory
Type: GoogleUpdate.exe /RegServer
Running that only took a second.
Open Google chrome and check 'About Google Chrome' again and it should now check the update servers successfully.

If problem still occurs then use system utility tool Intel Software Partner Reginout.
