Which app triggers this? It may be corrupt.
First try to clear the cache for that app and if that does not work, uninstall and reinstall it.

To clear the app cache:
Settings / Apps
identify the troublesome app
Select it and
hit Clear cache.

Con not connect to google and the location is turned off

Clear cache first, go to settings, apps, PlayStore and clear the cache. If it doesn't work, then you need to clear cache on Google Play Services, and you need to clear data on PlayStore.
