In most cases the webccam driver software can have errors while being in use or is shut down. So to reset remove your webcam from the PC and uninstall the webcam driver software. Now reinstall the webcam driver software and then connect the webcam to be detected as a new hardware as it will be installed. Now check the webcam properties.If this wont work test on another PC to confirm if the webcam or the PC has errors.
