Go to Wrench menu > Options > Under the Hood > Change proxy settings > LAN Settings and deselect "Use a proxy server for your LAN."
I finally resolved the problem to downloading Adobe Player 11, but it was a strange way to make it work, but it DID work! While I was on my wireless isp, I kept getting "ERROR 130", so I downloaded a free dial-up program and even though it was slower, I did manage to get Flash Player 11! I also D/L java update 27 which I also could not get to D/L when I was on my wireless!?(Go figure??)Well, lo & behold, it also updated and after completing both, I deleted my dial-up, closed all programs, rebooted, and had my Flash Player 11 & java update 27(not that I really needed it), so I went to Steve Gibson's free "Shield's Up", which checks out your main 1056 ports and received a "Tru Stealth" Pass grade(Means my computer does not exist!! Which is AWESOME!!) which is a good site to check out your important ports and makes sure no malware or virus entered, not to mention leaving a port open for hackers! Anyway, it's a great work around if you can't download something (or update it to the latest level) and need to get past that annoying "ERROR 130" message! May you have as great a luck as I have! BTW, you can find a free dial-up service for this type of help! Not like your going to keep it! Kudos to the tech wizards at Vista Forums for this neat trick! Worked like a charm!!

The error that you get indicates more of a proxy problem than a virus problem. If you are behind a proxy, you have to have this added to your Chrome shortcut, in the Target field after the location of Chrome: --proxy-server="proxy:port" where proxy is the address of your proxy and the port is the port number.

Once you cleaned up your PC, if your copy of Chrome is still corrupt, or it's not working, try to remove it and install it again. Here's a link to the download page http://www.google.com/chrome

open google chrome
to the right of the address bar is a wrench icon, click on it.
almost at the bottom of the list it says options, click it
click on the tab that says " under the hood "
next click the button that says change proxy settings
in the next box that pops up, click on "never dial a connection"
next click on the LAN button
next ensure that all check boxes are clear, with no checkmarks in them
click ok
then click ok again
that should bring you back to the google chrome options box
click close
close out chrome
wiat about 10 to 15 seconds to allow for chrome to recognize the new settings
reopen chrome and you should be able to use it just fine

Do you normally use a Proxy??? If not, then yes, it's most likely a
virus that sets proxy settings, directing all your network traffic
through the hacker's proxy. There, they capture all your internet
traffic including login IDs and passwords.
If you have no idea how long this has been going on, then they have all
your information already. Hacker proxies get shut down fairly quickly,
hence the error you are seeing now. However, the damage may be done
already.
Do a full virus scan, then go to all your online sites and change all the passwords - soon!
