Booting problem of my PC.

My PC with microsoft OS and AMD processor is working good it properly boots on and turns off, but it suddenly posed a problem, when i click the turn off button it restarts making the turn off and restart button functions now the same. I have tried to troubleshoot it using the system configuration utility, i configured any possible problem by clearing and checking some button. When i checked some of the buttons on the BOT.INI including DISREPAIR i have solved the problem but another problem has occured, my PC now always boots on safe mode and the system configuration utility have not appeared now on my start menu. I tried different booting mode but it remains booting on safe mode,
I can't configure my booting now without the system configuration utility(RUN) so what i did is to reformat. After reformatting my PC the problem now is more since it always appears now on my screen that the newly reformatted OS cannot run on safe mode and it now goes on and on everytime i turn my PC on.
Can somebody here has the solution?

I think u have not use bootable cd to reformat..
if u use bootable cd such problem will not occur.
once u format means u r system becomes new.. but i donnot know why such problem occurs..

it also depends on type of sevice pack u use
use service pack2 , it is stable.

if the problem is in harddisk .. consult u r customer sevice.
