Slui.exe is a Microsoft application to register the operating system. It sounds like the file may have restored corruptly, are you restoring from CD/DVD? Is it a genuine CD or a copy? Are you getting the "Blue screen of death" does it boot into windows then crash? Try going to Microsft website and searching for both 0x00007b (note those are zeroes not letters) and also search on slui.exe - you will get various pages of information on the errors, make sure you only look at the ones specifically for Vista/Windows 7.
