There is a Child Safety lock-out feature on some microwave ovens. This enables the user to lock the keypad to prevent children from playing with the control panel. The model number you have this question posted under has this feature enabled/disabled by pressing and holding the "CLEAR/OFF" button for 3 seconds. However, the display reads "LOC" when the feature is activated. I suspect your model number is different because of the display indication you are receiving. Review your owner/operator manual for how to disable the child lock feature.
