This code means that the device was not fully detected. When a device is not fully detected, all of its resources may not be recorded.
To resolve this error code, click the Resources tab in Device Manager to manually enter the settings.

Choose Tools > Internet Options > Connections
Under Dial-Up and Virtual Private Network Settings, if there is an entry in there select it and choose the Settings button
If not then choose the LAN Settings button instead
Now click to add a tick to the box which says Use a proxy server for this connection OR Use a proxy server for your LAN or something similar.
In the Address: box type - webcache.virginmedia.com (or whatever other you are using)
In the Port: box type 8080
Click OK and OK again and restart Internet Explorer
