HI You should be able to call your cell phone carrier, ie AT&T, T-Mobile, etc and have them reset it.  I have had this happen before and they were able to reset it for me.  Call from a different phone so you can fix your phone while on the line.   Also, its a good idea to have your serial number ready for them just in case.  This can usually be found under the battery. Switch off the phone.

Remove the battery for 30 minutes.

Reinsert the battery and switch on the phone.
