Error code f14 is counter reading missmatch . powerOn in 08 mode and type 388 press enter restart machine its ok or check sram

Hello; I believe your copier need PM that's mean you need replace drum, cleaning blade and developer at lease, after that doing simulation as follow;
press "0"&"8" key while turn on, enter 251 then pree enter, press 0, press enter. turn power off and back on again.

if you turn off the machine and then turn it back on whilst holding down the 1 3 and star button all together it shoul reset any small errors you have on the machine.. good luck A

SOURCE: Hello, I turn on my Toshiba E-Studio 166 Photocopy

Poor contact of the fuser drawer connector may cause the following
error codes: C41~C46, C4A, CD5, E01, E03. To correct this issue, a
spacer (see SPL p25 item 1 attached) has been added between the
fuser connector and the frame; also the springs (see SPL p24 item 8
attached) have been changed to provide more tension.
This change has been applied since January 2003 production:
