I have the volume on htc one set on lowest setting. Using earphones to listen to books or music, the lowest setting is still too loud. I have changed the "beats" enhancement setting to off, but it's still too loud. Anything else I can do to decrease the volume, before I go out and buy a headphone set with a volume control (which may or may not work)?

There is simply a sound limit in the software that stops it from going louder.

2. Have you dropped it? If yes, immediately contact the customer service.

It sounds like your device may be paired with a Bluetooth headset. Try turning off bluetooth connectivity and see if that fixes the issue.

Remove your SD card and see if it is still acting strangely. If it is, then you need to reset your unit.
Menu / SD and Phone Storage / Factory data reset.
