I assume you ran 25-02 when you changed the dev?, if not you will have to replace it again.
Check to make sure you have drive to the dev box, slide out dev box and rub your finger along mag roll and run it up, remove again and see if the dev has returned.
If it is a high mileage machine, you can get problems with the dev drive, the box itself or the toner sensor.

The F2-04 error code you are getting is that you are using the wrong toner.It may be form sharp,but it toner chips is different.Only the chips swapping at the toner back can help you.
WHEN THE SHARP AR-5316 PHOTOCOPIER IS SWITCHED ON THE ERROR CODE 4H APPEARSAND THE MACHINE CANNOT BE OPERATED. IHAVE TRIED THE SOLUTION SUGGESTED JUNE THIS YEAR BUT IT DID NOT WORK. WHAT CAN I DO TO GET THE MACHINE TO WORK? IT IS VERY URGENT.
I got Error message/code F2-00 then I changed a new toner, but the problem is the same.
Again I took another toner from the same model working copier and insert into the prev. copier the same Error.
When I return the toner to prev working machnine I got the same error code too. Now I have two copiers with the same error code
